Councillor Kelly's Statement on Recent Recycling Container Notices

I have heard from many residents who received stickers on their collection day for their recycling bins. Most of these concerns came from residents who used larger, 240L bins with wheels for their recycling.
Since the change to Provincial responsibility for this collection, the City of Ottawa is no longer the group collecting these items. Having said that, the approved bin sizes contained within the Solid Waste By-law were still being applied until just recently.

According to this by-law, a 240L bin with wheels is an approved container and because of this, there was some confusion when residents began receiving notices that Miller would no longer be accepting these containers.
We share that confusion. This change surprised our office, members of city staff, and residents equally as there was no announcement made by any of the groups responsible. As of June 15, there was still no information on the Circular Materials website explaining the change or the reason behind it.
Our office, along with the City's Solid Waste team, have both reached out to Circular Materials and RLG for an explanation and a plan for moving forward that does not require residents to purchase new recycling bins because of this change. When we receive more information, it will be shared publicly.
