Councillor Kelly's Statement on Wednesday's Constance Bay Town Hall Meeting

I want to thank all the residents of Constance Bay who took the time to come out to our community town hall meeting on Wednesday night (May 28, 2025) as well as the 312 residents who filled out the survey and the many people who I have spoken to at their door or over the phone in anticipation of Wednesday's event.
We had a great discussion on many subjects spanning about four hours. We discussed some of the top issues raised in the open comments section of the survey including:
- the Torbolton Forest;
- ambulance response times;
- ATVs in the forest/ATV use;
- a second road in an out of Constance Bay;
- sidewalks and street lighting;
- and road resurfacing.
We then moved on to a discussion about potential options for a change at the intersection of Constance Bay and Dunrobin Road, and a long discussion on public safety and emergency response which included discussions with Ottawa Police and By-law Services.
We then moved on to road safety and traffic calming measures, followed by a presentation and discussion on new ideas for parking, including a permit system where homeowners would get access to passes for their guests. The goal of this would be to limit the large crowds who come in to our community on nice summer days to help address the many issues these crowds have caused.
Finally, we discussed water access points and their use, along with potential signage, regulations, and maintenance. And of course, we talked about the beach, ownership, rights, access, and how the community can achieve additional clarification on these matters.
We did not solve all of our problems, but we had a great discussion and the feedback we received on Wednesday night will help greatly in finding and implementing potential changes that would make our beautiful community an even better place to live.
In the coming weeks, my office will release a report on what we heard, and the key takeaways from the meeting along with supporting documentation. Here's video from the
